안철수, 신당 창당 본격화…이달말 창준위 발족할 듯

독자세력화를 추진 중인 무소속 안철수 의원측이 이달 말께 '창당준비위원회' 발족을 목표로 신당 창당 준비작업을 진행중인 것으로 알려졌다.

특히 안 의원측이 여야를 뛰어넘는 '제3의 길'을 내세워 신당 창당 준비를 본격화함에 따라 야권내 치열한 주도권 경쟁과 정치권 전반의 새판짜기를 촉진하는 계기가 될지 주목된다.

안 의원의 싱크탱크격인 '정책네트워크 내일'에서 지역 조직을 담당하는 복수의 관계자들은 3일 연합뉴스와의 통화에서 신당 창당을 본격적으로 준비하기 위한 창당준비위원회가 이르면 이달 중순, 늦어도 이달 말께 발족할 것으로 전망했다.

광주•전남 지역의 한 실행위원은 "11월 중 창준위가 발족할 것으로 알고 있다"며 "(지역별로 임명된)실행위원들이 창당 발기인으로 전환될 것"이라고 밝혔다.

또 다른 실행위원은 "내년 지방선거에서 당으로 출발하려면 이달 중에는 창준위를 발족해야 한다는 것이 내부적으로 '공식'"이라고 말했다.

안 의원측은 현재까지 경기, 인천, 충청, 전북, 부산•경남, 제주에서 지역조직을 담당할 실행위원 1차 인선을 마쳤으며 광주•전남에선 2•3차 인선까지 완료했다. 서울과 강원, 대구•경북의 경우 1차 인선이 막바지 단계인 것으로 전해졌다.

안 의원 측은 전국에서 1천500명가량의 실행위원을 임명하는 것을 목표로 삼고 있는 것으로 알려졌다.

이들 실행위원은 창당준비위가 공식화되면 창당 발기인으로 참여할 것으로 예상된다.

정당법상 정당을 창당하려면 먼저 창준위를 결성해야 하며 창준위는 중앙당의 경우 200명 이상, 시•도당의 경우 100명 이상의 발기인으로 구성해야 한다.

또한 창준위 결성 시 발기의 취지와 정당의 명칭(가칭), 발기인과 대표자의 성명•주소, 사무소의 소재지 등을 중앙선관위에 신고해야 한다. 창준위는 결성신고일로부터 6개월 이내에 한해 창당활동을 할 수 있고 창당 준비를 완료하면 정당의 명칭, 강령 및 당헌, 당원의 수, 시•도당 소재지와 명칭 등을 선관위에 등록 신청하면 된다.

안 의원 측은 전국 조직화와 함께 신당의 기초가 되는 정강 및 정책 마련작업도 진행 중이다.

안 의원 측의 송호창 의원은 지난 1일 CBS라디오 인터뷰에서 "기존에 실패한 당들이 했던 전철을 반복하지 않고자 신중하게 정책과 미래비전을 먼저 만들고 있다. 그 비전을 헌신을 통해 현실화할 사람을 찾고 있다"고 밝힌 바 있다.

'내일'의 한 관계자는 연합뉴스와의 통화에서 "'내일'의 자문위원과 대선캠프에 참여했던 일부 교수 등과 함께 복지, 경제 등 각 부문에서 미래 대한민국 사회가 나아갈 비전과 방향성에 대해 한창 준비 중"이라고 말했다. (연합뉴스)

Ahn Cheol-soo moves to launch new party

Rep. Ahn Cheol-soo, an independent lawmaker and former presidential candidate, is pushing ahead with work to form a new political party, sources said Sunday.

“A preparatory committee to set up the new political party is likely to be formed within this month,” said a member of Ahn’s policy think tank Policy Network Tomorrow.

The team must be launched in November so that the new party could better prepare for next year’s local election in June, he said.

It was considered a matter of time before the IT entrepreneur-turned-politician began building a powerbase of his own, ever since his political debut last year and election to the National Assembly in April.

Ahn has remained an uncomfortable third political force for both the ruling Saenuri Party and the main opposition Democratic Party.

Observers, however, have pointed out that Ahn has so far remained low-profile amidst intense bi-partisan political wrangling over a series of controversies including the missing presidential records and the state agencies’ alleged electioneering.

He is reportedly in the process of selecting regional staff and building a national network, a prerequisite for forming a political party. Under the law, a preparation committee, consisting of more than 200 initiators, must be formed before launching a new political party.

The former professor of Seoul National University joined last year’s presidential race as an independent candidate. Although he had no political experience or network, his popularity among young liberal voters became a serious threat to the established parties.

Ahn, however, dropped his bid in the election to support opposition candidate Moon Jae-in, who lost to Park Geun-hye, the Saenuri candidate.

He was elected to parliament in a by-election and established Policy Network Tomorrow, the de facto base for his own political party, in June, declaring progressive liberalism as his political direction.
