북한 김정은 국방위원회 제1위원장은 상징적 존재에 불과하고, 실권은 최룡해 인민군 총정치국장이 갖고 있다는 주장이 나왔다.
국회 외교통일위원회 위원장인 새누리당 안홍준 의원은 20일 국회 의원회관에서 ‘남북관계 진단과 해법’을 주제로 개최된 세미나 축사에서 “장성택 숙청을 대부분 사람이 김정은 권력 기반을 굳히기 위한 것이 라고 생각하지만 김정은은 실질적 권한이 없다고 본다”고 주장했다.
안 의원은 또한 김정은은 “백두혈통이라는 하나의 상징적 신”으로 모셔놓은 상태에서 실무를 최룡해가 처리하고 있다고 주장했다.
안 의원은 장성택 전 국방위원회 부위원장 처형을 주도한 사람 역시 최룡해라고 보고 있으며 “최룡해가 역쿠데타를 해서 장성택을 처형했다”고 말했다. 이어 지난해 리영호 당시 북한 총참모장에 대한 체포를 주도한 것은 장성택이라고 하면서 이 사건으로 당의 주도권이 장성택에게 넘어갔다고 말했다.
안 의원은 이러한 사정으로 인해 북한 정세가 대단히 불안하다며 “정책노선과 이권을 둘러싼 조직 간 갈등과 권력투쟁이 추가로 벌어질 가능성을 배제할 수 없다”고 분석했다.

A South Korean lawmaker on Friday raised the possibility of North Korean leader Kim Jong-un having no real power, saying that prominent military figure Choe Ryong-hae is running things in Pyongyang.
“Most people think that the recent purging of (Kim’s uncle) Jang Song-thaek was an action to consolidate Kim’s power, but I think he has no real authority,” said Rep. Ahn Hong-joon, the chairman of the National Assembly’s Foreign Affairs and Unification Committee.
According to Ahn, Choe, the director of the General Political Bureau of the (North) Korean People’s Army, was the driving force behind the recent purge and execution of Kim’s once-powerful uncle.
“I think Kim is hoisted as a symbolic figure of the Baekdu Bloodline, and Choe is in charge of actual affairs,” the Saenuri lawmaker said. The Baekdu Bloodline refers to the bloodline of North Korea’s founder Kim Il-sung.
Ahn said the situation in the North is very volatile, and there is still the possibility of a further power struggle within the leaders of the communist nation.
Experts are speculating that within the hermit kingdom a rapid power shift is taking place, underscored by the recent downfall of Jang. Scores of high-ranking officials from Pyongyang, including Jang’s former confidants, have reportedly fled the country and are seeking political asylum in South Korea and China.
