[코리아헤럴드=김아린 기자] 중국을 견제하기 위해 결성된 다국적 국회의원 모임인 ‘대중국 의회 간 연합체’(Inter-Parliamentary Alliance on China·IPAC, 아이팩)에 한국이 가입하게 된다.
28일 지성호 국민의힘 의원실에 따르면, 일본에서 30일 부터 이틀간 진행되는 ‘세계 위구르 대회’(International Uyghur Congress)에서 한국 국회 대표단의 IPAC 가입을 위한 절차가 마무리 될 예정이다.
IPAC은 천안문 사태 31주년인 지난 2020년 6월 결성된 의회 간 연합체로, 홍콩 민주주의 탄압, 대만 겨냥 군사적 압박 등 중국의 공세적 외교에 대한 견제 활동을 펼쳐왔다. 현재 미국 영국 캐나다 호주 일본 등 30여개국의 국회의원들이 참여하고 있다.
이번 IPAC 가입으로 민주주의와 인권의 가치를 공유하는 자유 진영 국가들의 대중국 노선에서 한국의 역할이 확대될 전망이다. 특히, 중국 내 탈북민 강제북송 문제에 대한 국제공조 체계가 강화될 것으로 기대된다.
한국 의원으로는 최초로 가입을 추진한 지 의원은 대중국 압박 의회 외교를 벌여왔다.
지 의원은 지난 9월 체코 프라하에서 열린 IPAC 정상회의에 참석해 회원국에 효력을 가지는 중국의 강제북송 저지 이행 결의를 끌어낸 바 있다. 정상회의 개최 당시 한국은 IPAC 미가입국으로 소속 국회의원의 참석이 제한되나, 지 의원은 북한 인권 분야의 전문성을 인정받아 특별 초청됐다.
또 지 의원은 지난 3월 워싱턴 D.C.에서 개최된 ‘민주주의 정상회의’(Summit for Democracy) 세미나에 초청 돼 국회를 대표해 한국 의원으로 유일하게 참석했다. 2021년 미국이 출범을 주도한 ‘민주주의 정상회의’는 중국과 러시아에 대한 견제용이라는 평가를 받는다.

South Korean lawmakers to join international alliance taking on China
A delegation of South Korean lawmakers are joining an alliance of politicians challenging China’s ambitions for changing the world order to advance its interests.
The Inter-parliamentary Alliance on China will have its first delegation of South Korean lawmakers since launching on the 31st anniversary of the Tiananmen Square massacre in June 2020.
One of the South Korean lawmakers to be accepted by the IPAC is Rep. Ji Seong-ho, a North Korean defector and human rights activist who entered the National Assembly in 2020.
The South Korean lawmakers’ membership in the cross-parliamentarian alliance is expected to expand their presence in the China conversations among like-minded democratic countries.
Earlier in September, Ji attended the IPAC summit held in Prague, Czech Republic, where he was invited to deliver a keynote speech raising concerns about China forcibly returning North Koreans detained there.
Following his attendance at the Prague summit, the lawmaker pushed to pass a ruling People Power Party-led resolution calling on China to end forcible repatriation of North Korean defectors in South Korea’s Assembly.
The IPAC -- aimed at coordinating China containment efforts -- brings together dozens of lawmakers from around 30 countries, mainly from the US, the EU and Japan.
Ji is on a two-day trip to Tokyo from Sunday for the International Uyghur Forum, of which the IPAC is a co-organizer. The legislative alliance has led calls for joint actions on Uyghur abuses.
